Goal and impact

Before each election, the municipality determines who can vote in the municipality of Noordwijk. For this purpose, data from the basic registration of persons (BRP) of the municipality of Noordwijk are used. The conditions for voting are different for each type of election (e.g. House of Representatives or municipal council). The algorithm selects all residents who meet the conditions. These voters receive a voting pass at home.

Considerations

It is important to carefully determine who is eligible to vote in an election. Every resident who is eligible to vote in an election should be able to cast his or her vote. At the same time, of course, residents who are not entitled to vote (in the municipality of Noordwijk) must be prevented from voting anyway. The municipality has one day to determine who can vote. Without the use of the algorithm, it is not possible to meet this deadline. Moreover, the quality is better than when it is selected manually.

Human intervention

The selection is checked by a staff member. If necessary, residents are manually added or removed from the list. This is necessary, for example, if a resident actually has to vote in another municipality due to relocation or there are other reasons why a resident is not (or no longer) eligible to vote.

Section D1 of the Electoral Act states that municipalities keep track of the voting eligibility of their own residents. Section J7 of the Elections Act states that the municipality determines who is eligible to vote on the day after the nomination of candidates. These persons are sent a voting pass at least 14 days before the elections.
