Goal and impact
The purpose of the algorithm is to support employees in the social domain in making legally correct and consistent decisions on applications under the Participation Act.
The system ensures faster processing of applications and reduces the risk of errors or arbitrariness.
The impact on citizens is limited, as the final decision is always made by a professional. The algorithm helps officials consult the right information and apply the correct laws and regulations.
Considerations
The deployment of this algorithm contributes to more efficient execution of legal tasks and ensures uniform application of rules.
An important point of attention is that employees use the system as a tool, not as a substitute for their own assessment. The municipality secures this through training, supervision and periodic evaluations.
The risk of unwanted dependence on the system or of bias in the rules introduced is mitigated by periodic checks and the possibility for employees to deviate from the advice.
Human intervention
The staff member remains fully responsible for the final decision.
The system provides advice and helps with administrative processing, but the counsellor independently assesses the application, checks the advice and makes the decision.
There is always human review before a decision is made.
Risk management
The algorithm poses a low risk to fundamental rights because: - it does not make automatic decisions;
- employees always make the final decision;
- rules and advice are regularly checked for correctness and timeliness.
Potential risks, such as misinterpretation of rules or incomplete input, are mitigated by: - training of users;
- technical validations in the software;
- spot checks and audits.

Operations
Data
The system uses data necessary for the implementation of the Participation Act, including:
- applicants' personal data (such as age, family composition and place of residence);
- data on income, assets and housing situation;
- data from municipal basic registrations (BRP) and the Suite for the Social Domain.
The data is used exclusively for assessing applications and is processed in accordance with the AVG.
Technical design
The algorithm is a knowledge rule system that works with predetermined decision rules based on laws and regulations. It works as follows:
- The employee enters relevant data about the applicant's situation.
- The system checks this data against the established rules.
- On this basis, the system generates a proposal or advice on the possible outcome (e.g. right to assistance, benefit level or follow-up steps).
- The employee checks the advice and decides whether to accept it.
- The system records the decision and automatically generates a draft report or decision.
The system does not automatically adjust based on new data; adjustments to rules or policies are made manually.
Operation is transparent and reproducible: the same input always leads to the same outcome.
