Responsible use

Goal and impact

Efficient and uniform intake of and decisions on applications for assistance, special assistance, Bbz, IIT and mini schemes. The algorithm is deployed in an application for residents and checks during the application whether the applicant meets various (legal) criteria. The outcome is shared with the applicant.

Considerations

One advantage of deploying the algorithm is that it saves a lot of manual work by consultants. By deploying an algorithm at the front end of the process, you are assured that in the right way it enters the systems and prevents unjustified requests. A disadvantage is that using an algorithm can lead to reduced transparency and explainability in the decision-making process. When consultants rely mainly on the algorithm's outcomes, there is a risk that they look less critically at individual situations.

Human intervention

The employee has the ability to override the outcome of the algorithm.

Risk management

In using the algorithms defined in the decision tree, few explicit risks have been identified in advance. Nevertheless, there remains a real risk that an applicant decides not to submit an application because the system creates expectations about the outcome that are not fully correct. This can lead to missed applications or unequal treatment. Although efforts are made to mitigate this risk by setting up the application in a user-friendly way and providing clear explanations on the screens, it cannot be excluded that misinterpretations or wrong expectations may still arise.

Legal basis

The legal basis for deploying the algorithm is the implementation of the statutory task Participation Act (which includes the SUWI Act), the Municipalities Act and WEU (One-Stop Demand Act).
