Goal and impact

The purpose of the algorithm is to enable information-driven and risk-oriented supervision. The algorithm efficiently links the ACM list to the RDI relationship file automatically. With this algorithm, inspectors' time can be used more effectively.

Considerations

The aim is to make the work process more efficient by automating the manual linking of two lists with an algorithm. This allows inspectors to use their expertise in other parts of the work process.

Human intervention

The algorithm does not affect decision-making within the process.

Risk management

The only risk is technical in nature. Incompleteness or errors in the internal relationship file can lead to incorrect links between organisations. As a result, the algorithm may link parties that are not the same in practice. Employees mitigate this risk by correcting any errors in the relationship file during monitoring. In addition, periodic analysis of the algorithm provides insight into the accuracy of the results.

Data

Periodically, the RDI receives from the ACM a list of the telecom providers currently registered with them. Information items such as the Chamber of Commerce and establishment number are supplied for each telecom provider. More information on the cooperation can be found in the cooperation agreement that is also shared in this publication. Only telecom providers classified as provider of a public electronic communications service and/or as provider of a public electronic communications network are used for processing by the algorithm.

Technical design

Linking between the ACM list and the RDI's internal relationship file is done with a decision tree based on prioritised business rules. These rules search for a match between organisations in both datasets based on one or more data points.
