Goal and impact

The aim of the e-services and the underlying algorithm is to provide residents and businesses with the maximum possible support and guidance when submitting a digital application. This ensures that the application is submitted correctly and in full. The algorithm checks various details provided by the resident. If no additional information is required from the resident and no manual actions or checks by the local authority are needed (such as a signature) to process the application, it can be processed without the intervention of a civil affairs officer. If additional details, checks or actions are required, the application or declaration is always placed on a worklist. There, it is checked by a civil affairs officer. The algorithm can only automatically approve an application or declaration. Only a civil affairs officer can reject an application or declaration.


The result is that such applications can be processed efficiently by the local authority; this is because a resident or business has already completed various steps (tasks), leaving the official with more time for the special and/or complex declarations or applications received by the local authority. In some cases, this application can even be processed entirely automatically. These services improve the quality of service provision, as well as the quality of the data in the BRP.

Considerations

Processing all applications at the counter is no longer an option for local authorities. This is due to the volume of applications and time constraints. An algorithm provides residents and businesses with guidance on (digital) applications. A local authority may choose to submit every digital application to a civil affairs officer for assessment before it is processed. For people with little or no digital literacy, there is always the option of submitting their application in person at the local authority’s service desk.

Human intervention

The algorithm is based on a positive scenario. As a result, only straightforward declarations and applications are processed automatically. If one or more unusual circumstances arise, the application or declaration is always assessed by a civil affairs officer. The civil affairs officer then checks it themselves and decides whether to process or reject it. In the event of a rejection, it is always the civil affairs officer who makes this decision, and never the algorithm.

It is up to local authorities to develop their risk management framework and, on that basis, to configure their e-services.

Technical design

Residents and business owners can initiate an e-service via the council’s website. Each application is checked against the relevant laws and regulations as it is being completed. A fully completed digital application or declaration is added to the task list in iBurgerzaken for assessment and processing by a civil affairs officer. When opening an application or declaration on the worklist, the civil affairs officer can see which check has triggered a notification, to ensure correct assessment and processing.


For a number of digital applications, a local authority may choose to allow iBurgerzaken to process them automatically, without the intervention of a civil affairs officer. iBurgerzaken processes an application entirely automatically if no checks result in a warning. In addition, the local authority can also specify the situations in which an application will always be placed on the worklist for assessment and processing. For example, in the case of a change of address within the Netherlands: if there is overcrowding at the new address.
