Goal and impact

The aim of our chatbot is to provide members of the public with faster, round-the-clock answers to their general enquiries. This takes the pressure off our live chat staff, allowing them to focus on more complex tasks that require human intervention. The result is improved service delivery and a more efficient use of municipal resources.

Considerations

The following considerations are taken into account when developing our chatbot:

• Quality of responses compared to those provided by human staff

• Correctness and accuracy of the information provided

• Ability to stay on topic

• Adherence to the council’s core values

• Privacy, security and transparency

Human intervention

Essentially, our chatbot operates autonomously without direct human intervention. However, the chatbot’s responses are closely monitored by council staff. Feedback from members of the public following each chat is used to continuously improve the system.

Risk management

Risk: A user of the chatbot may include personal data in their conversation with the chatbot.


Control measure:

  1. We do not retain the content data for longer than necessary. Within Spotler, we are unable to distinguish between the retention of statistics (numbers, etc.) and the content of conversations. We have opted to retain the data for 3 months. This gives staff sufficient time to monitor the content of conversations.
  2. We will add a message to the chatbot stating that no personal data should be included in the conversation.
  3. Information on the website about how we use the data.
  4. Staff periodically check whether personal data is being included in conversations. Individual conversations containing personal data are deleted immediately. If it is found that personal data is being shared on a regular basis, we will assess whether additional control measures are required.
