Helping website users quickly with information: that's the aim of Chatbot Job. The chatbot answers questions on many different topics so that users do not leave the website without an answer. Another important goal is to ensure that the process is as smooth as possible for the user.
Considerations
Chatbot Job is an additional way of providing information. It does not replace other channels, but is an extension of the information already offered through the website.
Human intervention
All texts in Chatbot Job are written by the editorial team. This consists of internal police staff. Training of the system is also done by this team. There will be no automatically generated content, so we always have full control over the answers given.
Risk management
The technology was developed according to existing guidelines and falls within the agreed frameworks. For the deployment of Chatlayer, the supplier, the Geb (Joint Evaluation and Assessment Process) and LAC (Local Authorisation Committee) processes have been followed. Regular PEN tests (penetration tests) are conducted on KOMBIJDEPOLITIE and Chatbot Police. The results of these tests are discussed in the devops team and if risks are found, they are addressed immediately. In terms of content, the model is constantly re-trained.
Elaboration on impact assessments
Several tests were conducted, such as the DPIA (data protection impact assessment), CIO approval and audits. These have all been passed and approved for Wout, the police's virtual agent/chatbot. In terms of technology, Chatbot Job is the same as Wout. The only difference is the frontend, as Chatbot Job uses the Chatlayer web widget. This has been reviewed and approved by the CIO

The algorithm uses only the user's entered text.
Technical design
The model recognises the words entered by the user. By matching these words, the model determines what question or need the user has. When the model has sufficient certainty, a pre-written conversation is offered. This can lead to an immediate answer to the user's question, or to a live chat with a staff member at the RSC for more sensitive issues.
