Signal College / University

To speed up reintegration into work, citizens on welfare benefits have an obligation to apply for jobs. To support this process, the Intelligence Bureau provides enrolments at colleges and universities to municipalities. This can be used to determine whether enrolment in a course prevents the possibility of work.

Goal and impact

The Intelligence Bureau notifies the municipality when someone on social assistance benefit starts studying at a college or university. To know who is studying, the Intelligence Bureau shares data with DUO (Dienst Uitvoering Onderwijs).


With this information, the municipality can talk to the person. Together, they see whether the study helps to get back to work.


After all, a study may affect the right to a benefit or the amount of the benefit.

Considerations

The 'Signal Hogeschool / University' is part of the information service Samenloopsignalering (see algorithm 'Samenloopsignalering').


Here only the specific points are explained about 'Signal enrolment Hogeschool / Universiteit'.


By 'concurrence' we mean that a current benefit coincides with enrolment at a college/university.


The algorithm ensures that municipalities only receive data from their own residents with social assistance benefits and where a change has occurred that may affect the right to social assistance benefits.


This protects citizens' privacy. An advantage of this algorithm is that it works much faster than when someone does it by hand. This saves a lot of time for municipal employees. Also, fewer mistakes are made this way.

Human intervention

At the Intelligence Agency itself, this algorithm does not involve human intervention. The algorithm implements rules devised by humans and is not 'self-learning'.


However, the Inlichtingenbureau does ensure that the processing process has gone well.


The municipality decides whether and how to deal with a change.

Technical design

A. A municipality delivers a file relating to the current social assistance population to the Intelligence Bureau monthly via the secure client portal. After each delivery, a processing report is published, listing any errors in the delivery;


B. The application to DUO based on the municipality's benefits file (via RINIS);


C. The delivery of DUO's file with data on attendance of higher education (HE) enrolments for persons delivered under B (via RINIS);


D. The Intelligence Bureau compares whether there is overlap in the supplied data;


E. In case of overlap, the Intelligence Bureau issues a signal to the municipality.
