The Telecom Monitor

The ACM publishes the Telecommonitor every quarter (see Telecommonitor | Tableau Public). This contains developments in the telecom sector. Large companies provide figures for this. The ACM checks these and uses them to see how the market is developing. The figures can be viewed in a clear dashboard. If you hover the mouse over the graphs, you get additional explanations.

Goal and impact

The ACM requests information from companies in the telecoms market every quarter. Special computer programmes (scripts) are used to send the questionnaires. When the companies complete and return the lists, the answers are merged with previous data. Calculations are then done to show the information clearly in an overview (in Tableau, a visualisation programme). All data are securely stored in a database.

The purpose of this algorithm is to better understand how the telecoms market is changing. The scripts ensure that processing the questionnaires is always done in the same and easy way.

Considerations

Without these scripts, the Excel files would have to be prepared and entered by hand.

Human intervention

All scripts are run and checked one by one by someone.

Risk management

The risks are limited, although it may be the case that, for example, because a company moves the questionnaire slightly in the questionnaire, the script no longer works properly. The results are always reviewed by employees before information is published.

Operations

Data

The data are completed questionnaires supplied by companies. The questionnaires were created by the ACM in Excel.

Technical design

The Telecom Monitor uses seven different Python scripts that are all part of the entire process. Each script does a small part of the process. For instance, there are scripts that generate the questionnaires and send them securely to market participants and scripts that transform the completed lists.

  • The ACM monitors the financial position of licensed suppliers. Based on information that suppliers submit to the ACM, the ACM performs some simple calculations to determine various financial ratios. Partly based on the results, it determines which suppliers the ACM will prioritise when assessing all the information provided.

  • The ACM annually sets tariffs for all grid operators (GTS, TenneT and RNBs). In this decision, the ACM sets the tariffs for the coming calendar year for carrying out its statutory tasks. These are the tariffs for the performance of transmission, balancing, quality conversion and connections.

  • This algorithm can give the ACM insight into trends, developments and potential problems that exist in the digital market. This information in itself does not trigger action, but it can be a reason for inspectors to further investigate a possible infringement.

  • This algorithm helps the ACM determine the area where companies' customers are located. This reveals whether there is overlap and whether enough competition remains. This is important for competition investigations. To determine this, location data of customers or deliveries are requested.
