Quickscan Financial Position Energy Suppliers

The ACM monitors the financial position of licensed suppliers. Based on information suppliers submit to the ACM, the ACM performs some simple calculations to determine various financial ratios. Partly based on the results, it determines which suppliers the ACM will prioritise when assessing all the information provided.

Responsible use

Goal and impact

During each monitoring round, the ACM uses the Quickscan, an Excel spreadsheet, to set priorities, based on the information provided by licensed energy suppliers.

The Quickscan determines the intensity of assessment: the groups run from orange, yellow to green. The orange and yellow groups are assessed more intensively for their fiancial health. The green group may not be assessed by default every round.

Considerations

The advantage of this algorithm is that it handles the financial supervision of licence holders in order of fiancial vulnerability. This increases the effectiveness of the resources the ACM can devote to its supervisory work.

Human intervention

If the assessments of financial positions warrant it, a licensed party is placed under enhanced supervision. In such cases, intensive contact takes place between the supervisor and licensed party.

Risk management

When the Quick Scan FIPO results in an assessment that triggers enhanced supervision, all underlying data are carefully checked through a four-eye principle to ensure correct assessment.

Technical design

During each financial supervision round, the ACM uses the Quick Scan, an Excel spreadsheet, to set priorities based on the information provided by licensed energy suppliers. The Quick Scan performs simple calculations to determine various financial ratios. A points system is then used to determine the order of treatment.
