Goal and impact

The purpose of the algorithm is to assess whether the licence holder can continue to meet the security of supply of electricity and gas even under the conditions of the stress scenario.


If the algorithm shows that a licensed party does not meet the condition of the stress scenario a thus putting the security of supply of Electricity and Gas under pressure, the ACM will place the party under enhanced supervision, and maintain intensive contact with it.

The use of the algorithm speeds up the surveillance process. By creating insight into the large amount of data, adequate supervision can be carried out in a way that would not be possible with manual work.

Technical design

Licensees must submit a substantiation of their hedge strategy and hedge positions per specific reference date in Excel format. The price curve for electricity and gas on the reference date is used. Stress scenarios are calculated based on this price curve and the hedge position. In combination with the most recent equity position and liquidity forecasts, it is then assessed whether the licensee, even under the conditions of these stress scenarios, can continue to meet the security of electricity and gas supply.
