AI search functionality in Knowledge Base (related to Participation Act)

With the help of AI, the algorithm searches a knowledge base (containing laws, regulations and internal policy documents on the Participation Act) for information relevant to the question asked by the municipal employee. After obtaining the answer, the employee reviews the algorithm's answer and also checks the original documents.

Goal and impact

The purpose of this algorithm is that employees of Almelo municipality - with the help of AI - can quickly search the many files containing laws, regulations and internal policies. As a result, employees can quickly gather the necessary information to help residents.

Considerations

An advantage of deploying the algorithm is that a lot of time can be saved by Almelo municipality employees, as they no longer have to search a knowledge base manually. The main risk of this process is that the algorithm/AI language model may not make the right assessment about which files are relevant. This risk is countered by the employee checking all answers himself afterwards.

Human intervention

The algorithm compiles an answer based on the content of the knowledge base. There is always assessment by a staff member of the answer.

Risk management

Employees have been instructed not to enter personal data when using AI language models. Employees have been made aware of the risks of language models through a course.

Legal basis

The legal basis for deploying the algorithm is the implementation of the Participation Act (which includes the SUWI Act), the Municipalities Act and WEU (One-Stop Demand Act).

Technical design

There is a chat screen. After the employee enters a question, an AI language model searches through the knowledge base of laws, regulations and internal policies for relevant articles/documents. Then the AI language model generates the answer based on those documents and refers to the sources on which the answer is based.

  • The purpose of this algorithm by the Intelligence Bureau Foundation (IB)* is to help municipalities understand which citizens may be entitled to special assistance, due to incomplete state pension benefits. The algorithm works like a postman, receiving, splitting and delivering a list of citizens from the SVB. So that each municipality receives a list of its own citizens.

  • Stichting Inlichtingenbureau (IB)* receives lists of people on welfare benefits from municipalities and compares them with data from sources e.g. UWV, DUO and the Tax and Customs Administration. If there is any overlap (concurrence) that could affect the benefit, the IB sends a message about this to the municipalities. The municipality can then carry out further checks.

  • By law, municipalities have the task of ensuring that the study grant is given in a correct manner. Stichting Inlichtingenbureau (IB)* helps municipalities do this. We do this by comparing data from different organisations. With the results of this comparison, the municipality can check whether someone is entitled to a study allowance according to the rules.

  • This algorithm from Stichting Inlichtingenbureau (IB)* is for municipalities. To check whether someone is eligible for collective income support schemes, which fall under categorical special assistance. Like collective health insurance, for example. Municipalities can also use it to assess whether someone is still entitled to a scheme, so that they can automatically extend it.
