Goal and impact

From 1 January 2020 to 31 December 2024, we did not calculate all WIA benefits correctly. These were errors in calculating the daily wage. There may have been errors in a number of situations. The algorithm Situations error WIA daily wage looks for these situations in WIA benefits.

We use this algorithm because it works better than manually checking all WIA benefits between 2020 and 2024. Also, the algorithm gives clear and reliable results.


Considerations

The algorithm was deployed for efficiency reasons: UWV does not have the capacity to manually examine all WIA benefits over the period 2020-2024 for a potentially incorrect daily wage. Applying the algorithm was also chosen because of:

  1. High processing speed: Algorithms perform complex calculations on large datasets, resulting in optimised business processes and fast(-re) decision-making.
  2. Accuracy: Thanks to the application of fixed rules, algorithms deliver consistent performance, minimising human error.
  3. Reliability: Algorithms work consistently always applying the same rules.

Human intervention

UWV employees monitor the use of the algorithm in the following ways:

  1. Specialists in WIA benefits wrote the algorithm's scripts.
  2. WIA benefits that do not have a potentially incorrect daily wage after analysis of the algorithm were tested with a sample. These were benefits that started between 2020 and 2024.
  3. We manually check all WIA benefits with a potentially incorrect daily wage. A potentially incorrect daily wage does not automatically mean that the daily wage is wrong.
  4. For WIA benefits without an error message, we check whether it is correct that no error message is present. We carry out the check using random samples.
  5. People who think their WIA benefit has not been calculated correctly may contact us. We carefully review all reports.
  6. The audit department advises on the correctness of registered algorithms.
  7. The legality department carries out checks.


Risk management

We ensure that we comply with information security and privacy requirements. We do this in the following ways:

  1. After selecting WIA benefits with a potentially incorrect daily wage, we check these benefits.
  2. We use only data related to the situations in which errors may have occurred. Other data are not processed.
  3. We carry out a data protection impact assessment (DIA). This study reveals whether and where major privacy risks arise from the use of personal data.

We take several measures to ensure proper use of the algorithm:

  1. The algorithm is based on the policy of the Ministry of Social Affairs and Employment (SZW) for determining the daily wage.
  2. The algorithm looks for situations that could lead to an incorrect daily wage.
  3. The algorithm uses only necessary data to analyse whether there are 1 or more situations where UWV may have miscalculated the daily wage.
  4. In 1 or more situations with possible errors, the WIA recovery organisation manually checks the WIA benefit using the 6-eye principle. Here, 2 independent employees and 1 quality employee carry out checks. Each check is done separately.
  5. Do none of the situations occur in a WIA benefit? Then the daily wage of this benefit is not checked manually.
  6. We do not use the algorithm for predictions or probability calculations.

Legal basis

The legal basis is formed by the SUWI Act, SUWI Decree, SUWI Regulation, WIA Act, Workers' Compensation Decree, AVG and Awb.

Data

We use this data to recognise which client and in which situations we may have made an error in calculating the daily wage. The algorithm helps recognise WIA benefits with a possible wrong daily wage.

The algorithm uses the following data:

  1. citizen service number
  2. daily wage
  3. benefit data
  4. income data
  5. age at a given date


Technical design

If the algorithm finds 1 or more of the situations below, we then manually check the WIA benefit. We then correct the benefit if necessary. These are the 4 situations where we may have made mistakes:

1. Varying income

For example, someone had varying income, negative income or no pay for a period.

2. Holiday pay

For example, someone had accrued a different amount of holiday pay than was paid out.

3. End-of-year bonus or elective budget

Someone had, for example, built up a different amount of year-end bonus or elective budget than has been paid out.

4. Benefit, bankruptcy and other

Someone received sickness benefit or insolvency benefit due to bankruptcy, for example.
