Responsible use

Goal and impact

The Business Comparison Tool product provides databases with information on business data to make comparisons between businesses.

The results of the Business Comparison Tool product are used to review valuation reports and/or memos (hereinafter: reports) submitted to the Tax Administration staff.

Considerations

The Business Comparison Tool product is used for an assessment of reports submitted by (tax) advisors of taxpayers regarding shares and other property rights of companies.

The Business Comparison Tool product can support a Tax Administration employee in doing so with objective and independent data. The assessment is therefore more careful and efficient than if that data had to be collected and applied by himself.

Human intervention

Human intervention in the Tax Administration context implies that a competent and knowledgeable employee plays a substantial role in decision-making.

Human intervention is always involved in the operation of the Business Comparison Tool product. The product detects and gathers the necessary information from the databases at its disposal. It is the Tax Administration employee who makes the decision.

Risk management

  • Privacy and AVG

The Business Comparison Tool product is used exclusively for monitoring non-natural persons. So the General Data Protection Regulation (AVG) does not apply.

Technical design

Among other things, the Inland Revenue assesses reports submitted by tax advisers of taxpayers. This assessment considers the reliability and usefulness of the reports for the purpose of valuation. For this purpose, the Tax Administration uses the Product Business Comparison Tool.

The aim is to create consistency in the assessment of submitted reports, especially in individual cases.

The Company Comparison Tool is a platform that provides access to databases with standardised public (financial) company data. It allows comparisons between different companies to be made. Users can view and download data. This data can be used to analyse how the company or reports to be valued compare economically and accounting-wise with similar companies, the so-called peer group. This covers various key performance indicators, such as growth, profitability, risk and value development.

  • The algorithm underlines personal data in documents. An employee has to review all the pages and check whether the document is properly anonymised. Then the software removes all marked information and blacklists it irretrievably. After that, the documents can be published, e.g. under the Open Government Act.
