PURPOSE: The timely provision of travel documents to Rotterdammers so they can comply with their identification obligation.
IMPACT: The algorithm's impact on residents and businesses is low. It complements the current planning process. The algorithm is designed to predict the number of people at the counter in order to minimise Rotterdam citizens' waiting times and make the best use of our capacity. To do so, we use minimal personal data and take appropriate measures to mitigate risks.
Considerations
Processing the personal data to predict the demand for travel documents is an invasion of privacy, the impact and residual risk of which is low. The purpose is to provide timely travel documents to Rotterdammers so they can comply with their identification obligation. Setting this against the low impact and residual risk, the use of the data for this purpose is proportionate.

Technical design
To ensure that Rotterdammers do not have to wait too long at the counter for their travel documents, it is necessary to predict how busy it will be. We do this using this algorithm. The algorithm looks at the number of expired travel documents, the average number of lost travel documents, but also at how early a person applies for a new travel document. It also monitors births, deaths, naturalisation and other factors. Based on all these data, a prediction is made of the number of Rotterdammers who pass by on a day to apply. This is expected to produce better predictions than the standard model (NVVB), ultimately resulting in shorter waiting times for Rotterdam citizens.
