Goal and impact

Objective: The importance of a correctly registered address goes beyond simply keeping the BRP up to date. Should a disaster occur, you want to be able to warn everyone in the area in good time. Furthermore, services, benefits or grants are provided on the basis of the address registered in the BRP.


Impact: The algorithm checks citizens’ details. If no irregularities are detected, the application or declaration is processed without human intervention. If an irregularity is detected, the application or declaration is placed in a holding queue. The algorithm can only approve applications automatically; only a civil servant can reject them.

Considerations

As many straightforward applications and declarations are processed automatically, civil servants have more time to devote to special and/or complex cases. As a result, these cases are assessed more thoroughly and accurately, applicants receive better support, and fewer errors are made. This ensures a higher quality of the BRP.

Human intervention

The algorithm is based on a positive scenario: straightforward declarations and applications are processed automatically. Should any unusual circumstances arise, the application or declaration is always assessed by a civil servant. The civil servant may approve or reject the application. The algorithm can never reject an application on its own.


AI Act, Article 14 (human oversight): The system operates on a ‘human-in-the-loop’ basis: in the event of any unusual circumstances, human assessment is mandatory before further processing. The civil servant has the option at all times to override the outcome or to reject the application.

The local Basic Register of Persons (BRP) of the municipality. Technical design

The algorithm uses decision trees (it is not self-learning). Digital declarations and applications are automatically received by Centric Civil Affairs. For each eService, the local authority determines whether the online declarations/applications are processed fully automatically, or whether the local authority assesses them first.


Input: list of individuals, address details and linked data relating to the applicant.

Operation: verification using predefined decision rules.

Output: automatic processing or placement in a queue for assessment by a member of staff.


Performance standard: automatic processing of changes to confidentiality settings and changes to the registered name can be 100 per cent. For change of address notifications, the average is 80 per cent.
