Goal and impact
The application aims to contribute to the improvement of road safety in the province of Utrecht. The algorithm is a tool to gain more, better and faster insights into traffic safety based on various indicators. The results of the application are used to advise traffic experts on (policy) choices that reduce the risk of traffic accidents. High-risk locations can be detected, prioritised and monitored. Based on this, various measures can be taken, both infrastructure improvements and behavioural interventions.
Considerations
The model combines diverse road safety data, both accident and risk indicators (road characteristics, behaviour). Previously, this data was mainly scattered. This application combines it conveniently and tests the data against relevant guidelines and frameworks. Based on this, targeted measures can be taken and questions can be answered. The downside is that the results of the model have to be interpreted properly by users. Not all existing road safety risks can be expressed in data/risk indicators, and data may contain errors.
Human intervention
The algorithm is an analytical tool. The outcomes are advisory and thus interpreted and verified by humans. Model outcomes are never adopted 1-to-1. So there is no automated decision-making.
Risk management
Nationally established datasets are used as much as possible. Data quality is checked periodically and, where possible, updated annually. Detailed documentation is available on the structure, content and use of the application. The results are always reviewed by a traffic expert before use. Finally, no personal data are processed or displayed.

Technical design
A risk score is calculated for each road section (road or cycle path) based on the selected road safety risks. The risks are divided into three networks: motorised traffic, mixed traffic and cycle tracks. Each of the networks has a specific set of risks, which was established based on working sessions with experts. For each risk and road characteristic, a traffic analysis was prepared. This justification is related to current design guidelines and determines at which value a certain score is reached. Here, each road section is given a risk score on a scale of 0 to 1.
