Goal and impact
The purpose of the algorithm is to enable information-driven and risk-oriented supervision of licences issued under the Telecommunications Act for land mobile frequency use. Part of this supervision focuses on Seveso companies. The algorithm links Seveso companies to an internal relationship file of the RDI that contains information on licence holders. Based on this link, it becomes clear which Seveso companies have one or more licences for land mobile frequency use and are therefore eligible for inspection. As this linkage was manually time-consuming, inspectors' time can be used more effectively with this algorithm.
Considerations
It is not possible for the RDI to visit all companies licensed for land mobile frequency use every year. The RDI therefore makes targeted choices at which companies it carries out inspections. The RDI focuses supervision on Seveso companies, among others, because the nature of their activities can cause incidents with disruptive consequences for Dutch society. The RDI therefore considers it important that these companies have their frequency use in order. The algorithm helps determine which Seveso companies are eligible for inspection. Human intervention
The outcome of the algorithm is a periodically updated list of Seveso companies that have one or more licences for land mobile frequency use. Technical design
The match between a Seveso company from the public establishment list with an RDI relationship is made on the basis of two variables: postcode and address. A match can be expressed with a score of 100%, but there are also variants of matches with a score of less than 100%. In the latter case, the inspector determines whether a Seveso establishment is matched with an RDI relationship.
