Goal and impact

PURPOSE: The purpose of the OIB-AIV process is a more straightforward and better processing of the income of residents with (supplementary) social assistance benefits. Also, Rotterdammers no longer need to provide proof of income. In addition, settlements will be carried out faster, providing more clarity.


IMPACT: Faster processing ultimately creates efficiency. This gives income counsellors more time to dwell on individual cases with more complicated circumstances.

Considerations

Routine tasks are automated. Not every step can be automated. Also, if the data is not complete then the settlement will go to an income consultant. In this way, efficiency is increased and output control remains.

Human intervention

Human intervention consists of three layers. First, designing, adjusting and evaluating the predefined rules. Secondly, employees in the process can self-exclude cases to always be processed manually. Thirdly, at the end of the process, it checks which income is automatically settled and whether there are any peculiarities in this.

IAMA: In 2025 will be the first roll-out phase of OIB-AIV within Rotterdam. During this roll-out phase, the IAMA will be carried out, this will allow the first experiences of OIB-AIV to be included and the operation to be properly evaluated.

The Municipality of Rotterdam must check for new income when someone receives social assistance benefit. This income must be offset against the social assistance benefit. In performing this task, the municipality uses the OIB-AIV processes and it works in the following way:


From Bureau Informatiediensten Nederland (BIDN), the Municipality of Rotterdam receives data on the income of welfare recipients. This process is called Signal Support Income Settlement (OIB). For information on OIB, see: Fairer settlement of income on welfare with OIB


The Municipality of Rotterdam uses OIB as follows: the income data of the welfare recipient are read into the municipality's benefit system. There, the supplied data are linked to the existing data in the system. The income is then offset against the social assistance benefit. This process is called Automatic Income Settlement (AIV).


Income settlement is largely automatic. Based on predetermined rules. However, not every situation can be handled fully automatically. Human assessment may be needed, for example in the case of large amounts, or when income data in OIB and the benefit system do not match. There may also be new income. In such cases, a manual settlement takes place by an employee.
