Discount Rate Switchable Capacity

The discount for interruptible capacity is calculated based on the calculation article 16 NC TAR. The number of disconnections over the past 3 years is multiplied by the average duration of the disconnection and the total disconnected capacity. We divide this total by the total booked interruptible capacity. We call the result "pro". The ACM uses an adjustment factor of 1, making the final discount rate equal to "pro", rounded to two decimal places.
