Geomilieu

Geomilieu is a software package for calculating, presenting, assessing and predicting environmental noise, air quality and odour. The province of Utrecht uses the programme only for calculating environmental noise (road traffic, rail traffic, industry incl. wind turbines)

Responsible use

Goal and impact

The purpose of this calculation programme is to calculate noise using a standard legal measurement and calculation method. The results are used by the province when drawing up noise maps (roads and trams), as input for the effectiveness criterion in the Environmental Noise Action Plan, taking noise-reducing measures in road projects, determining and monitoring noise production ceilings for provincial roads, determining possible noise nuisance due to traffic noise, investigating the need for sound insulation of residential façades, for tram noise and monitoring noise in quiet areas.

Considerations

Use of this algorithm is necessary for determining ambient noise.

Human intervention

The input (the data collected) is done by humans. The programme computes with this data and gives an output. These outputs do not lead to automatic decisions, but are inputs to human decisions.

Risk management

The calculation programme is managed by supplier DGMR. The calculation programme is checked and adjusted when errors are noticed.

Legal basis

  • Noise projects and noise production ceilings roads and industry: Article 2.12a of the Environment Act.
  • The European obligation to draw up noise maps and action plans every 5 years has been adopted in Article 3.8 and Article 20.17 of the Environment Act.

  • The pMIEK tool is a simulation tool in which municipal energy system scenarios can be easily inspected, modified and analysed. The effects of inputs on energy balance and electricity grid, among others, are calculated through and shown on a map. It is based on the calculation model "Energy Transition Model (ETM)".
