Responsible use

Goal and impact

The purpose of this algorithm is to help our subject matter experts make a choice for an Environmentally Latent Activity (MBA). Working with these values was completely new when the DSO entered in 2024, so there was a need for users to get help in making choices. The algorithm is not used to make decisions directly for our users. The algorithm gives an advice on which our content expert makes a decision.

Considerations

Since this algorithm is not used to make hard decisions using privacy-sensitive information, the impact is limited. The trade-offs could therefore be made without too much difficulty. However, there was discussion whether our internal data quality would be of such a high level to produce reliable suggestions. Since the alternative meant that our experts would have to make a decision without help, the trade-off was that using the algorithm was sensible.

Human intervention

The results will be used to advise on how to choose MBA by company. This data will eventually be made publicly available.

Risk management

There are basically no risks in using this algorithm. The data used and produced is public with minimal risk when there are errors in it. Content expertise when using the algorithm is ensured so there is really no risk.

Legal basis

There is no legal basis for using this algorithm.

Operations

Data

The following company-relevant data will be used:

- Company name

- Chamber of Commerce number

- BAG address

- SBI codes

- Trade sector

- MBA codes and description

Technical design

The algorithm is incorporated into a stand-alone application. This application can only be accessed by colleagues who are authorised to do so. The application receives our company data via an API link. The algorithm uses this to make a number of suggestions of possible MBAs. To do this, this algorithm uses trends in combinations between, for example, SBI code and MBAs that have been previously validated. The content expert then chooses which suggestions are correct and manually selects that these MBAs are written back to our case system via the API link. This case system is also shielded from the outside world.

  • The algorithm marks personal data in documents. An employee manually checks everything and then instructs the marked info to be irreversibly removed or made unreadable. The documents can then be published, e.g. based on the WOO. This is low-risk, self-learning AI.

  • The algorithm identifies personal data and pre-entered words in documents. An employee must go through the document and check whether the alert is justified and approve or reject it. An employee can add further markings himself. After approval by the employee, all approved alerts and markings are blacklisted.

  • Residents and entrepreneurs can apply for a building activity digitally (DIGID or E-recognition) via the Environment Counter. This algorithm looks at being able to apply for activities, with this specifically seeing whether or not the Building Activity Omgevingsloket requires an environmental permit.
