Parking enforcement - scanauto

The local authority uses ‘scanauto’ vehicles to carry out parking enforcement checks. The cameras on the ‘scanauto’ vehicles use an image recognition algorithm to 1) recognise number plates and 2) check the parking authorisation database to see whether the vehicle is permitted to park there.

Human intervention

All number plates read by the algorithm are checked manually before any additional charge is imposed. If the automatic check reveals that someone has not paid the parking fee or does not have a parking permit, a municipal parking enforcement officer will assess, on the basis of photographs of the surroundings, whether there are exceptional circumstances (loading or unloading, stationary vehicles at a traffic light). If it appears that someone is not entitled to park at that location at that time, a parking inspector will always assess the situation on the spot before issuing a parking fine.
