Sound sensors event venues

The municipality of Almere uses sound sensors at event locations. These sensors are switched on occasionally, during events, for a few seconds. The measured noise is converted into decibel values and automatically labelled, for example as music. If the noise level exceeds the set standard, the municipality can take enforcement action.

Goal and impact

Purpose: The purpose of the Noise Monitoring System is to identify and tackle noise pollution in Almere's busy city centre areas (event locations) more effectively. By obtaining real-time insight into noise levels, the municipality can enforce more effectively.

Impact: The Noise Monitoring System works mainly with decibel data, which are not personal data. Occasionally, audio streaming is used for enforcement, which may involve processing personal data if it is traceable through time, location or camera images. A DPIA was therefore carried out. Measures have been taken to limit privacy risks, such as not storing audio and preventing downloads of traceable audio recordings. When voice sounds are recognised, a notification is given: "unusable sound clip".

Considerations

The deployment of noise sensors is proportional, as they are used in a targeted and temporary manner to effectively enforce on noise pollution. Decibel measurements do not contain personal data and audio streaming is used only incidentally. Privacy risks are limited by measures such as not storing audio and automatically marking voice sounds as "unusable sound clip". This balances the deployment with the goal: a better living environment and targeted enforcement.

Human intervention

An employee of the municipality of Almere receives a printout with decibel values, on which an assessment for enforcement purposes then takes place. This involves human intervention.
