Goal and impact

The purpose of e-services with the underlying algorithm is to help residents and entrepreneurs submit a digital application (environmental permits/pre-consultations). This allows this application to be submitted (correctly and completely). In addition, the algorithm provides a permit check: is an environmental permit needed or not (however, no rights can be derived from this). A resident or entrepreneur submits an application completely by himself, without the intervention of an employee of the municipality. However, if the resident or company is unclear, an employee of the municipality may intervene. The municipality of Asten is happy to offer anyone assistance in completing the application if this leads to difficulties. An application always enters the case system (PowerBrowser Rx.Mission) of the municipality of Asten Beekdaelen. This is checked by a DIV employee and then forwarded to the appropriate department. For each department, the work stock is distributed among the employees. The algorithm looks only at being able to make a (digital) request and receive it in the municipality's digital case system. Approving or rejecting (granting or refusing) an application is only possible with the intervention of an Environmental Permits Case Manager (employee of the municipality of Asten). The impact is that such an application can be submitted to the municipality efficiently and at all times (at the resident's preference); after all, a resident/company has already carried out various steps (work), leaving the Case Manager for environmental permits more time for the substantive applications received by the municipality. The quality and efficiency of service delivery goes up because of these services.

All applications (including those on paper) are processed digitally or received automatically in the case system.

Human intervention

The application is submitted via a questionnaire, which is checked beforehand for compliance with laws and regulations (permit check). This is always followed by a human assessment by the case manager and internal/external consultant(s). Each application is therefore always assessed by an employee. In the event of a positive assessment, the employee draws up a decision and sends it to the applicant and/or authorised representative. In case of a rejection, the caseworker sends a refusal to the applicant and/or authorised representative. In all cases, the employee and not the algorithm assesses and handles the application.

Risk management

The Kingdom has set up the question tree to take risks into account and by definition tries to avoid them. In the case of changes or additions to the questionnaire, the municipality also organises the questionnaire in such a way that it takes risks into account and by definition tries to prevent them. Subsequently, in all cases, the assessment and further treatment is carried out by an employee.

Technical design

Handling all applications over the counter or by phone is no longer an option for the municipality. This is due to high numbers and time constraints. An algorithm allows residents and entrepreneurs to submit applications digitally. This also partly in view of the (advanced) digital age. For people who are not or less digital-literate, there is always the possibility of guided digital submission. There is also always the option of submitting an application physically (on paper by post).
