Responsible use

Goal and impact

The algorithm consists of a number of computer games, which determine the suitability of applicants. The algorithm is used to recruit candidates for a number of positions, such as KCC employees, WMO consultants and trainees. The deployment of the tool and thus the algrotime concerns a pilot.

The algorithm determines the pre-selection of candidates with whom the application process is continued.

Considerations

The pilot was launched to gain experience with game-based assessment, as game-based assessment can contribute to a more objective evaluation of candidates. Through the use of standardised games and challenges, skills, competences and potential can be assessed without biases often found in traditional application procedures. Unbiased candidate selection is an important ethical argument for conducting the pilot.

Human intervention

Based on performance at the games, candidates are categorised as "high-fit", "medium-fit" and "low-fit". A "high-fit" means that the candidate's behaviour and performance objectively match the predetermined competences appropriate to the position being recruited for. With the "high-fit" (and possibly also the "medium-fit"), the selection process is continued. The results of the "low-fit" are reviewed and assessed by a staff member before the candidate is rejected.

For recruitment, candidates are further tested and assessed through a group case study, an escaperoom (joint puzzle tasks) and a motivational interview. This combination of selection tools makes for sufficiently meaningful human intervention.

Risk management

From the supplier, the tool has been extensively assessed for any risks and these are also monitored. Outcomes are always used with human intervention. The municipality of Almere has entered into a processing agreement with the supplier for the pilot.

Technical design

The computer games measure how quickly applicants react, what choices are made and how applicants solve problems. From these measurements, it can be deduced which applicants possess the skills and competences required for the job.
