Responsible use

Goal and impact

We use software to forecast the number of visitors in Giethoorn. These forecasts serve as a support tool for planning and deploying staff.

Based on historical visitor data and explanatory variables-such as weather conditions, holiday periods, weekdays and public holidays-the algorithm generates an accurate prediction of the expected number of visitors for the next seven days. In parallel, a trained model uses an optical sensor to automatically count passing people and objects, enabling live monitoring.

Considerations

Human intervention

Although the algorithm in the software automatically predicts visitor numbers and counts objects via an object detector, the final decision on staff deployment always lies with an employee. Within Steenwijkerland municipality, this is the crowd manager. This professional assesses the predictions and determines whether and where additional deployment is needed. This way, human consideration remains leading in decision-making, with technology as a supporting tool.

Technical design

The algorithm in the software predicts the expected number of visitors for the next seven days based on historical data and factors such as weather conditions, holidays, weekdays and public holidays. At the same time, a trained model uses an object detector to automatically count passing people and objects. No personal details are recognised - only the object type is determined. This enables accurate and privacy-friendly monitoring.
