The purpose of the parking scan car is to check for paid parking and parking permits. And to be able to issue fines where necessary. The municipality of Nijmegen has a scan car that takes pictures of parked vehicles in the municipality of Nijmegen. It records the license plate number, the vehicle, its surroundings, the time and location.
Considerations
Without scan car, parking control must be done by hand. The area of paid parking in Nijmegen is growing. A scan car can help to check this area faster. Human intervention
After automatic checking of the scanned license plate by the algorithm, it shows whether parking is allowed or not. If parking is not allowed, we check it again ourselves. In the computer system, the inspector then checks whether it is indeed an incorrectly parked car. In case of doubt, the inspector will still check it himself before issuing a possible fine.
Risk management
To protect residents' privacy, we have several measures in place. For example, making people unrecognisable on images of vehicles and their license plates We do this by blurring the person depicted. We do not blur buildings because they are also landmarks for the inspector. Besides, the image of a license plate camera is made in such a way that buildings cannot be seen. If the algorithm determines that no parking is allowed, inspectors receive images showing only the registration number of that vehicle. The other license plates are blurred.
The images are not kept/stored in the scanning car. Only officials with permission (authorisation) can view the images via City Control's app.
To reduce the risk of errors, we ensure that there is always a person checking the algorithm's reports.
Legal basis
The Municipalities Act states that the municipal council may adopt rules for charging parking taxes. Such rules are called an 'ordinance'. The municipality of Nijmegen has drawn up a parking ordinance. In addition, the Administrative Enforcement of Traffic Regulations Act (WAHV) applies.

The scanning car scans a license plate and the license plate is automatically checked in the parking rights system. If this states that parking has been paid for or there is a permit, the photo and the data associated with it are removed. If there is no permit or no payment, parking may not be allowed.
