Goal and impact
The purpose of the algorithm is to enable the automated calculation of income support and benefits, so that those entitled to them receive the correct payments. These calculations are based on business logic, which consists of variables derived from applicable legislation and regulations.
Considerations
The application of business logic enables the user to carry out a reliable and accurate calculation. As a result, the beneficiary of an income support scheme or grant receives the correct amount, and similar cases are treated equally.
Human intervention
Control mechanisms are applied to every transaction carried out. Human checks may be carried out at various stages between the entry of data and the actual execution of the transaction.
Risk management
Any changes to the business logic are thoroughly tested before being released to users. In addition, the application enforces checks before a transaction is finalised. Until the transaction is finalised, it can be rolled back. Furthermore, the business logic is managed by PinkRoccade and is restricted from user access.
Legal basis
Algorithms are used exclusively in our support for the Participation Act, the Ioaw, the Ioaz and the Bbz2004. The relevant legislation governs our business logic, both for income schemes and for subsidies provided within the employment sector.

The entitlement to be granted is determined on the basis of the variables entered, using fixed logic.
The application uses standards and principles to determine the level of income support. These amounts are periodically adjusted by the legislator. We derive the applicable standard or basis from the resident’s circumstances. For example, the standard or the level of the basis is determined on the basis of the resident’s age, marital status, children and co-residents. Other variables that influence the actual amount of the benefit, such as income or a reduction, are factored into the calculation. This ensures that the amount to be paid is calculated within the application. The calculation logic also extends to the accountability required of a user regarding income support schemes provided. This includes, for example, preparing the payroll tax return and grossing up claims.
We also have the relevant standards for calculating subsidies. These are based on nationally set minimum wages. We determine which minimum wage applies in a calculation based on the resident’s age and the nature of their employment. The calculation of subsidies takes into account the scope of the employment contract and the resident’s established wage value. The final subsidy amount is determined after applying all relevant variables to the applicable minimum wage.
