Goal and impact

Purpose: Under the Buy-Up Protection Act, buyers must live in the property themselves unless they have a licence to rent it out. The algorithm helps supervisors select and prioritise properties for enforcement.

Impact: Using the algorithm reduces unnecessary checks. The supervisor always manually checks the outcomes before an inspection takes place.

Considerations

This is the most efficient way to proactively select addresses for enforcement of the Buyback Protection Act. The alternative is manual selection, which is time-consuming and more often leads to unnecessary physical checks at homes, with more invasion of residents' privacy.

Each outcome is manually checked by an employee.


Risk management

The risk of wrongful designation as an offender is mitigated by the fact that the results of the algorithm are always manually checked by a supervisor before further steps are taken.

Basic Registration of Persons (BRP), Land Registry, Valuation of Immovable Property (WOZ) and Chamber of Commerce (CoC).

Technical design

Houses sold after 1 July 2024 are selected based on data from the BAG, WOZ, the Land Registry, the BRP and the Chamber of Commerce. This does not use AI, but fixed, predetermined rules and filters.

A property is included in the dashboard if the following criteria are met:

  1. the property was transferred after 1 July 2024 according to the Land Registry;
  2. the WOZ value falls within the set limit;
  3. the owner according to the Land Registry does not match the person or persons registered at the address according to the BRP.

In addition, information from the Chamber of Commerce is used, e.g. to identify whether a company is registered at the address.

Houses where the owner and occupants match, or which do not meet the WOZ criteria, are not included.

The selection proceeds in steps:

  1. Selection of recent transfers via the Land Registry
  2. Assessment against the WOZ limit
  3. Comparison of owner (Land Registry) and occupant (BRP)
  4. Checking of company registrations (Chamber of Commerce)
  5. Inclusion in dashboard in case of deviation and compliance with criteria

The outcome is displayed in a dashboard. An employee of Team Wijkgerichte Overlast then manually checks in the basic registrations whether the data are correct. Based on this, a decision is made whether a property is selected for inspection.
